Rob Furlong, President of the homeowners association, brought the meeting to order at 7:35 PM.
Present: Rob Furlong, Tom Pearson, Pat Rogers, Sue Perouty, Joe Kowalski, Julie Hans, and Sallie W. Foster, property manager.
Absent: John Munno
Guests: Cheryl Persico and Tim Dorbit with Harford County, Department of Engineering.
Quorum was present.
Sallie introduced Cheryl Persico and Tim Dorbit who represented Harford County, Department of Engineering. Both Cheryl and Tim were involved in the inspection of the townhome private courts for possible turnover of the courts to the County for maintenance and repair.
Cheryl and Tim reviewed their findings and reported that only 2 courts currently have sufficient base. The criteria for a "standard base" is 4" of asphalt paving and 8" crusher run. If the project were to be completed, all the streets would have to be excavated 12" to put down the standard base. If the community were to vote to have this project completed, the estimated total cost is $556,363.14. The board asked many questions regarding the project. Cheryl and Tim excused themselves from the meeting at 8:15 PM.
Rob continued with the meeting. The board needs time to review the material presented. The next step for this project would be to call a meeting of the homeowners association and review the findings with them. A vote by the homeowners would be necessary in order to continue. There are additional steps if the association voted positively. Cheryl told the board that she would be putting the project on "hold" until she heard from the board. The board will be reviewing and discussing this project in the next few months. Sallie was asked to find out from the attorney questions regarding proxy postcards. The board specifically wants to know if we could print "if this proxy is not returned, it signifies a positive vote.
Tom reviewed the treasurer's report and handed out a summary sheet of the delinquent accounts. Sallie also reviewed the delinquency report from Tracey Bentz. The collections seem to be going much better and some money is being received. Tracey also suggested that some of the accounts be written off. Although the accounts would be written off, Tracey would still keep them in her system for a few years and pull credit reports every six months to see if there is any new information that can help the association. Sallie instructed to prepare a Delinquency Summary of those accounts that should be written off. Sallie also to ask Tracey if she would please use the ATT # that is assigned to each delinquent. This makes is much easier for tracking purposes.
The election of officers was held next. The nominations were as follows:

When an e-mail is sent the message is distributed to each board member. The board then decides on the correct course of action and the homeowner will be contacted.
Sallie then reviewed the manager's report. The new snow contract with Curt Nocket of Tri-County Unlimited, Inc. was ready for review and signature. A change was made on page 1 of the proposal: Tri-County Unlimited, Inc. will contact "the designated board members" instead of "the property manager" before any snow removal, salting or sanding work will begin. Sallie does not live in Harford County and would not necessarily know the conditions in the community. The snow contact board members are: Rob Furlong and Julie Hans. Rob Furlong motioned to approve the snow contract by Tri-County Unlimited. The motion was seconded by Sue Perouty, and approved unanimously. Sallie to contact Curt and review the board contacts.
The correspondence that had been sent out was also reviewed.
There was no old business to discuss.
New business - unfortunately all single-family homes received 2 coupon books. Sallie reported that she double-checked with the individual who orders them to be sure that the community will not be charged for the duplicate printing.
Pat Rogers reported that the envelopes that were sent out are not correct. The window area in the envelope does not match up with anything on the coupon to show that it is to be mailed to TPSI. Sallie to investigate.
Rob also reported that the owners of 3140 HRT just moved out. New people will be occupying the home shortly. Sallie to check for change of owners.
The meeting adjourned at 9:35 PM.
