Meeting Minutes
December 17, 2003
Sue Perouty, President of Box Hill South Homeowners Association, called the meeting to order at 7:37 PM. The meeting was held in the conference room of Trenton Property Services, Inc. (TPSI) at 126 S. Main Street in Bel Air, Maryland.
Present: Sue Perouty, Rob Furlong, Sally Raphel, Jennifer Bergquist, Frank German, and Sallie W. Foster with TPSI.
Absent: Tom Pearson and Randy Shaver.
A quorum was present.
Minutes
The minutes for the October 29, 2003 meeting were reviewed. A few typographical errors were corrected and approved. Sallie to forward them to be put on the web site.
Financial
Although Tom Pearson, Treasurer, was not present, the financial reports were reviewed in depth. Sallie recapped the capital transfers that were made in 2003. The year began with a transfer of $18,818 for the new playground equipment. In November 2003, there was $40,759 transferred to pay for the asphalt paving of Timberwolf Court and repairs to the infrastructure of storm water drains that were eroding at various places within the community. The total amount for the asphalt and the storm drains totaled $57,759. Because there were not enough funds in any one CD reserve account, only $40,759 was transferred and the remaining $17,000 was paid out of the checking account.
After much discussion, it was decided that the $17,000 would be transferred in January or when needed. Because of the low amount of money left in the reserves, the Board will reexamine and determine what capital repairs can be completed during 2004. The reserve accounts needs time to accumulate more money in order to complete any future capital expenditures.
In addition, Sallie informed the Board that she had heard that Bosco had completed the repairs to the playground and filled in deep ruts and seeded and placed straw in the area. The Board to visually inspect the area around the tot-lot before Sallie releases the funds.
Action Items
Sallie reported that a car was towed from Winter Moss Court. In addition, Joe Bittner with Melvin Benhoff & Sons visited with the Board and homeowners on Stone Eagle Court to inspect areas that the homeowners felt needed repair due to water ponding. Benhoff sent in a proposal for $46,500 which was discussed in depth.
The Board agreed to address public safety concerns, stabilize the storm inlet drain if necessary, fill in a sink hole on common area and call the cable company and inform them that there are wires exposed on the hill behind some of the homes on SEC.
Sue to call Denise Reich, a homeowner on SEC, who coordinated the inspection to the area. Sue to inform Denise of what actions the Board will undertake. In addition, Sallie instructed to write Mrs. Reich and inform her in writing along with the other homeowners who attended the meeting.
Sallie also reported that several trees fell down during a recent windstorm and were removed at various places during the past month.
A complaint was received at TPSI that a commercial BGE bucket truck was being parked on Raccoon Court. Sallie wrote the owner and informed them that commercial trucks of this size were not to be parked in the community.
The Rules & Regulations that the Board revised during the past year will be revisited again in 2004. The package of information was sent out to all homeowners with the notice of the Annual Meeting and the Rules & Regs were discussed at that time. Information and feedback from the community will be helpful in revising the rules. In addition, a fine structure will be needed to be investigated also. Everything needs to be ready for final presentation for the Semi-Annual Meeting in May of 2004.
Correspondence
The correspondence for the past month was reviewed and discussed.
Rules/Regs
Seven homeowners received approval letters for architectural requests during the past month.
Legal
The months of November and December had 3 new homeowners turned over to the attorney for collection.
In addition, a review of the accounts that were in collection was reviewed.
Old Business
There was no old business for discussion.
New Business
Sally Raphel reported that she volunteered for a community liaison group to help with the Days Cove Reclamation Project. This project was reviewed at the Annual Meeting. Sally will keep the Board up-to-date. All the members of the BHS Board thanked Sally for her additional help.
In addition, the Board discussed that all members of the BHS Board needed to set an example for the community and keep their fees paid up-to-date.
Jennifer reported on the December Newsletter that will be mailed out during the next week. For the 1st time, there will be a Christmas decorations judging for both the single-family house and the town homes. First place winners will receive a gift certificate of $25.
Sallie instructed to write a homeowner at 3128 Hidden Ridge Terrace to only take one (1) parking space when parking their one (1) car.
An election for the new officers for 2004 was held. The following list is a result of the voting:
