Meeting Minutes

October 29, 2003

Sue Perouty, President of the Box Hill South Homeowners Association (BHSHOA), called the meeting to order at 7:31 PM.

Present: Sue Perouty, Sallie Raphel, Jennifer Bergquist, Tom Pearson, Rob Furlong, and Sallie W. Foster, with Trenton Property Services, Inc. (TPSI).

Visitor: Curt Nocket, President of Tri-County Unlimited, Inc., snow contractor

A quorum was present.

The Board had asked Curt to come to the Board meeting to discuss the snow proposal for the 2003-2004 snow season. Sallie had made copies of the snow contract from 2003-2003 along with the new proposal and highlighted any differences between the 2 contracts. The only difference was that there was an increase from one-half (1/2) hour to one hour (1) minimum on the snow plow truck charge. Curt explained that this was done for uniformity purposes for all his contracts. The travel time for the large snow storms was discussed because of the travel time required and charged for. Unfortunately, this is a standard in the industry. Curt does service the community without any travel time for the regular snow occurrences. After many questions and answers, Rob made a motion to accept the snow contract with Tri-County. Motion was seconded by Sally and approved unanimously. Sue signed the contract and Curt left the meeting.

The minutes of the September 17, 2003 meeting were reviewed and approved.

Treasurer's Report

Sallie review the new figures from the new October statement so that the Board could incorporate some of them into the PowerPoint presentation at the Annual meeting, which will be held next Wednesday, November 5, 2003 at the Abingdon Fire Hall at 7:30 PM.

Tom said that he had reviewed the September figures and everything looked OK.

Sallie then reviewed her Manager's Report.

Action Items

Sallie reviewed the correspondence that was sent to all homeowners for the Annual Meeting. No homeowners have called to volunteer their time to serve on the Board for next year. Therefore, Tom Pearson will be the only candidate on the Ballot at the meeting. Of course, nominations will also be taken from the floor the evening of the meeting.

The Community Service Award was included in the Agenda for the Annual Meeting but no one had been chosen yet. After discussion, it was decided that Jim Mellarkey, creator of the BHSHOA website should get the award for all his wonderful help and guidance throughout the year in keeping the website attractive, current, and interesting. This website has won many awards and is among the "top" websites for any community in Harford County.

Sallie instructed to call Mr., Ken Binnix, who will give a presentation for Days Cove Reclamation, at the Annual Meeting and inform him that his presentation should take approximately 20 minutes and then there will be another 20 minutes left for questions and answers. Sallie is also to ask him if he ahs any information that he could send via the e-mail that the Board could put on the PowerPoint presentation for him.

Sallie informed the Board that although the newly 'Proposed Rules and Regulations' were mailed with the announcement of the Annual Meeting - that no homeowners had called with any questions or concerns. The Board thought that many of the homeowners living in the single family homes would have some comments about the newly proposed parking restrictions for the boats, trailers, recreational vehicles that are currently parked on the County roads in the single-family roadways.

Sallie handed out copies of 'case law' that TPSI was instrumental in getting passed. This case was about an owner of a motor home parking it on a Harford County roadway in the Association he lived. The community in question had restrictions that made it clear that the 'trucks, boats, trailers, etc. were to be parked in a garage (with doors down) or to be in a screened area. The homeowner felt that because he parked his motor home on a County road that the Association did not have any authority to restrict him from parking it there. As the case evolved, Harford County ruled that if a public (Harford County) road serviced "only that community" that the Association was permitted to restrict parking on it. Because of this case law, BHSHOA is able to restrict parking on all the streets in the single family home area.

A copy of the Halloween letter that Jennifer Bergquist composed to local businesses was reviewed. Jennifer then explained what company donated amounts and or items for the Halloween Celebration. There were approximately 15 children in attendance and all had a wonderful time. Pictures were taken and will be put into the BHSHOA website for anyone to look at.

Sallie informed everyone that Harford County had sent out a notice that they would be improving Abingdon Road by widening the lanes, new concrete curbs and gutters, new sidewalk, new underground storm drain system, new modular block retaining wall and new landscaping. The work will begin the Winter of 2003.

Windy Laurel Road was also discussed because it has been approximately 5 months since the road has been torn up and the new asphalt still has not been put down. Rob informed everyone that there was an article in the Aegis telling everyone that there were problems stabilizing the base of the road due to the extremely wet spring and summer weather. The County had to go back to the County Council and get more money approved to make the necessary improvements.

Correspondence

The Board reviewed the correspondence that was sent out during the past month by Sallie.

Rules/Regs

In the past month, Sallie sent out 2 approved architectural requests and 1 denial. These letters were reviewed. There were also 2 new requests.

3107 HRT 30" satellite dish (to be in most inconspicuous place) approved

Legal

The monthly report from Mike Mannes office was included in the package and the Board will review on their own time.

Sallie also presented the Board with the total figures of delinquent amounts collected by Mike Mannes for 2002 and 2003 - thru 10-29-03. These figures will be incorporated into the presentation at the Annual Meeting.

New Business

The intersection of Copper Ridge Road and Windy Laurel Drive is experiencing problems because the owner of a tow truck (owner lives on Winter Moss Court) parks this very large tow truck in the intersection - - but at an angle that makes it difficult for anyone turning left onto Windy Laurel. Sallie to call the Sheriff's office and will also try to contact the towing company.

In addition, it was noted that the driver of this same tow truck drives extremely fast on Stone Trail Drive. Sallie to follow-up with owner of tow company about this also.

The meeting adjourned at 9:15 PM.
