BOX HILL SOUTH HOA BOARD OF DIRECTORS MEETING 10/20/99

THE MEETING WAS CALLED TO ORDER AT 7:32 PM. QUORUM WAS PRESENT.

PRESENT: ROB FURLONG, TOM PEARSON, DAVE RIGGIN, JOHN MUNNO, PAT ROBERTS, ROD BOURN, DAVE HASTINGS, AND SALLIE FOSTER WITH TPSI. NO ABSENTEES.

MR. KNOTT WAS FIRST ON THE AGENDA. HE WAS AT THE BOARD MEETING TO PRESENT HIS DAUGHTER'S ARCHITECTURAL REQUEST. SHE LIVES AT 3344 RACCOON COURT. THEY WERE REQUESTING A NEW BOARD ON BOARD 6' FENCE WITH REAR GATE AND A FULL VIEW STORM DOOR. THE BOARD APPROVED AND DAVE RIGGIN, ARCHITECTURE CHAIRMAN SIGNED THE APPROVAL FORM. A LETTER WILL GO OUT TO HIM WITHIN THE NEXT WEEK FROM THE MANAGEMENT COMPANY.

MRS. RUSS WAS ALSO ON THE AGENDA. HER FENCE WAS APPROVED BY E-MAIL AND SALLIE WAS INSTRUCTED TO WRITE HER A LETTER APPROVING TAN FENCE.

THE MINUTES OF THE SEPTEMBER 22, 1999 MEETING WERE REVIEWED. CORRECTION WAS MADE ON 4TH PARAGRAPH (A MOTION WAS MADE BY DAVE HASTINGS.) THIS IS TO BE CHANGED TO READ PAT ROGERS. MOTION TO APPROVE MADE BY ROB FURLONG, SECONDED BY DAVE RIGGIN, APPROVED UNANIMOUSLY.

SALLIE REVIEWED HER MANAGER'S REPORT:

1) FERTILIZATION CONTRACT PRICE FOR 2000-2001 WAS SIGNED BY PRESIDENT, ROB FURLONG. SAME PRICE AS LAST YEAR WAS LOCKED IN.

2) THREE (3) PROBLEM AREAS WITH GRASS WERE DISCUSSED. ROB BAKER WAS TO HAVE PROPOSAL FOR ALL 3 AT MEETING TIME BUT HE DID NOT. SALLIE TO FOLLOW-UP.

3) DUMPSTER WEEKEND - BOARD NOTED THAT NONE OF THEM SAW THE ADVERTISEMENT IN THE 'AEGIS' FOR THE YARD SALE WEEKEND. SALLIE INSTRUCTED TO CALL THEM AND FIND OUT WHAT HAPPENED.

MOTION ALSO MADE BY TOM PEARSON THAT THE YARD SALE BE 1 WEEK AFTER THE DUMPSTER WEEKEND. SECONDED BY PAT ROGERS, APPROVED UNANIMOUSLY.

4) TWO (2) CONCRETE SIDEWALK AREAS WERE BROUGHT TO THE BOARD'S ATTENTION BY HOMEOWNER, WENDELL COVER, 3232 PINE CREST COURT. THE COUNTY INSPECTED THEM. THEY WILL ONLY REPLACE THE ONE ON THE HANDICAP CUTOUT. THE OTHER, WHICH IS ABOUT 200 FT EAST OF THE HANDICAP ONE WILL NOT BE REPLACED BY THE COUNTY. SALLIE INFORMED THE BOARD THAT SHE HAD LOOKED AT IT AND FOUND A RATHER LARGE POOL OF WATER JUST NEXT TO THE SIDEWALK -- PERHAPS A SPRING. THE WATER FLOWS OVER 2 PADS OF CONCRETE WEARING AWAY THE SURFACE. THE BOARD INSTRUCTED SALLIE TO HAVE THE 2ND ONE INVESTIGATED BY IVY HILL AND REPORT BACK TO THE BOARD AT NEXT MEETING.

5) TECTONIC INVOICE - DAVE HASTING TO PURCHASE REST OF MATERIAL AND COMPLETE JOB.

6) E-MAIL FROM 3250 SOC WAS DISCUSSED. THE BOARD INSTRUCTED SALLIE TO WRITE HOMEOWNER THAT THE CHILDREN HITTING HER CAR AND DESTROYING IT IS A POLICE ISSUE AND SHE SHOULD CONTACT THE PROPER AUTHORITIES.

7) STORM WATER MANAGEMENT - FINALLY GOT BREAKDOWN FROM JIM MARTIN'S OFFICE. BOARD ASKED SALLIE TO START BILLING EVERYONE AND DO A PROACTIVE APPROACH BY SEEING IF EVERYTHING IS IN ORDER TO GET THIS ASSOCIATION UP TO DATE.

8) CORRESPONDENCE - IT WAS NOTED THAT

R. FISHER 3234 SPLIT OAK COURT STILL HAS BED SHEETS IN WINDOW

D. FARRELL 3503 WOODBROOK CT DOG BARKING

THE BOARD INSTRUCTED SALLIE TO WRITE FOLLOW-UP LETTERS TO THESE HOMEOWNERS.

 

9) RADIOS FOR A CITIZENS PATROL FOR HALLOWEEN NIGHT WAS DISCUSSED. MOTION MADE BY PAT ROGERS TO PURCHASE 7 RADIOS AT $29.99, SECONDED BY JOHN MUNNO, PASSED UNANIMOUSLY.

10) GRASS POLICY WAS DISCUSSED. MOTION BY ROB FURLONG TO ADOPT THE GRASS POLICY, RESOLUTION 1099-01. SECONDED BY DAVE RIGGIN, PASSED UNANIMOUSLY. THE MOTION WAS SIGNED BY ROB FURLONG AND SALLIE FOSTER. IT WILL BE MAILED TO ALL THE HOMEOWNERS NO LATER THAN WEDNESDAY, OCTOBER 27, 1999.

11) PAT ROGERS BROUGHT UP THAT THERE WAS A VERY LARGE GULLY OF WATER BEHIND THE ROW OF HOMES WHERE HE LIVES. SALLIE INSTRUCTED TO CALL IVY HILL LANDSCAPERS. SALLIE TO GIVE ROB BAKER PAT'S WORK NUMBER SO THEY CAN COORDINATE AN INSPECTION TOGETHER.

12) THE BUDGET WAS DISCUSSED. NUMBERS WERE CRUNCHED AND DIFFERENT SCENARIOS WERE ANALYZED. THERE WAS STILL NOT ENOUGH INFORMATION ON THE TRASH IN ORDER TO COME UP WITH A BUDGET NUMBER FOR IT. SALLIE WAS INSTRUCTED TO INVESTIGATE BFI AND SEE IF THEY WOULD DO THE SINGLE FAMILIES ONLY AT SAME PRICE. SALLIE ALSO NEEDED TO GET INFO ON TOTES. DUMPSTERS WERE NOT A FLAT RATE WITH BFI, THEY WERE $145 PER HAUL, $45 PER TON.

SALLIE ALSO INSTRUCTED TO FIND OUT IF HARFORD SANITATION WOULD KEEP THEIR PRICES IF THEY ONLY RECEIVED THE TOWNHOUSE CONTRACTS.

13) SALLIE INSTRUCTED TO GET ANOTHER SIGN TO REPLACE THE MISSING ONE ON MEADOW VALLEY DRIVE.

14) SALLIE TO FOLLOW UP WITH SUSAN PEROUTY AT 3200 SPLIT OAK COURT REGARDING THE EROSION ON THE HILL (COMMON AREA) ALONG SIDE AND IN REAR OF HER HOME.
