Meeting Minutes
October 20, 2004
Sue Perouty, President of the Box Hill South Homeowners Association, called the meeting to order at 7:30 PM. The meeting was held at Trenton Property Services, Inc. in the conference room on the 2nd floor at 7 PM.
Present: Sue Perouty, Sally Raphael, Rob Furlong, Jennifer Bergquist and Sallie W. Foster with TPSI.
Absent: Frank German, Tom Pearson
A quorum was present.
Minutes
The minutes of the September 15, 2004 meeting were reviewed and approved.
Sue then reviewed the contract with Sallie and a few changes were made. Sallie to have the contract revised to reflect the changes and sent to Sue for signature.
Treasure's Report
Sally Raphael reviewed the financial statement for September. The year-to-date actual in expenses was extremely close to the year-to-date budgeted amount. In fact, there was only a little over $1,000 difference. The balance in the checking account reflected a stable amount for this time of year and the association was keeping pace with budget for 2004 and no extraneous spending had taken place.
Sallie then did her Manager's Report
Action Items
Budget - Rob reviewed the new budget, which was approved by the board at the budget committee. Sallie to send notice out to all homeowners along with a copy of it ASAP. The board will announce the new board members in a newsletter or another mailing.
Raccoon Ct - flooding. Sallie presented two (2) different remedies from Benhoff to cure the flooding of the common area next to 3300 Raccoon Court. One was for installing riprap and the other was for installing an underground drain system. After much discussion, a motion was made by Rob to contract with Benhoff for the under drain. Motion seconded by Sue and approved unanimously. Sue signed the contract and Sallie to write owner and send signed contract to Benhoff.
Audit - Sallie had the new letter of engagement for the board to sign. Sue signed it.
New Towing Co - Sallie still has not found any new towing company but is continuing to look. In addition, she does have the pricing of some signs and will forward to board.
Yellow paint -the yellow paint could not be power washed off of the asphalt due to EPA guidelines. Sallie had the contractors use asphalt sealer and go over the yellow paint. The owner was back-charged for the amount.
Dead Tree - Sallie reported that the owner of 3110 LVD reported a dead tree down in the common area behind his home. Sallie had Davey Tree come out and remove it. Sallie was able to negotiate a reduced price of $1,840.
Correspondence
The board will review it at their convenience.
Rules/Regs
There were two (2) new requests:
1) Green 3159 HRT deck - needed more info. Sallie has not received it yet.
2) Fisher 3434 WMC bow window - approved by Sue.
The remaining copies of all approved requests will be reviewed by the board at their convenience.
Legal
The report from Mannes and Drury were reviewed.

Sallie requested to get the amount of money collected so far this year from both Mannes & Drury.
Jennifer reviewed the upcoming newsletter
Sallie to send the final revision to all homeowners the following day. The homeowners need to have these 20 days to review and send in any written complaints or they can come to the Annual Meeting scheduled for Tuesday, November 9th to object. If no written petition is received by November 10, 2004, the rules will be adopted and Sallie will file in the depository at Harford County.
The ballot for the annual meeting will have Sue and Rob as nominees. In addition, there is one vacancy for anyone else who would like to join.
