Sue Perouty, Vice President of the Board of Directors for Box Hill South Homeowner's Association, called the meeting to order at 7:42 PM.
Present: Sue Perouty, Pat Rogers, Joe Kowalski, John Munno, Rob Furlong, and Sallie W. Foster with Trenton Property Services.
Absent: Julie Hans and Tom Pearson
Quorum was present.
The minutes of the September 18, 2001 meeting were reviewed. Correction made to Joe Kowalski's name (it was typed as Jim Kowalski). Motion made by John Munno to approve with the correction, seconded by Pat Rogers and approved unanimously.
Manager's Report - Sallie W. Foster
1. The concrete and asphalt project for Rock Creek Court finished up today, Tuesday, October 16, 2001. The only thing left was for Benhoff to come in and do the caulking between the sidewalks and curbs and also the patching of some chips out of curbing. This should be completed within a week.
2. Sallie had the petition from Harford County available for all board members to sign. This gives the County permission to enter the property of Box Hill South and do their inspection to see if the roads could possibly turned over to the county. This would mean that all the maintenance and repairs for the roads would then be County responsibility. This process is in its infancy and Sallie will keep everybody posted.
3. Newsletter - Julie called Sallie and said the Newsletter was completed and would bring it into the office on Wednesday, October 17, 2001. The newsletter is to be mailed out with the Notice for the 2001 Annual Meeting.
4. The Annual Meeting for Box Hill South HOA will take place on Thursday, November 8, 2001 at St. Mary's Episcopal Church on St. Mary's Church Lane. The meeting will be held in their meeting hall, which is on the left-hand side of St. Mary's Church Road. It will begin at 7:30 PM. Sallie to have notices mailed to all unit owners on Friday, October 19, 2001.
5. Sallie reported that she had Davey Tree Experts remove the dead tree (the base was actually hollow) that was behind Meadow Valley Drive. The tree was a serious hazard to the homes close to it.
6. Giant Food - Sallie is still trying to negotiate so a representative is at the Annual Meeting. The new store will be open soon and it would be nice for Giant Food to introduce themselves to the community.
7. Sinkhole on Windy Laurel - Sallie faxed a map with the location to the County. They called Sallie 3 days later stating that they could not find it. Sallie to follow up with the County.
8. Annual Meeting Election - There are three (3) board members whose term of office is up. Sallie asked if all three would be interested in running again. All three (3) responded "Yes". The three board members running, as incumbents will be: Rob Furlong, John Munno, and Sue Perouty.
9. The Amendment to the By-Laws for having late fees added to delinquent accounts was reviewed. Sue Perouty, Vice-President/Secretary signed the "Resolution" which enables the board to present the amendment to the homeowners at the 2001 Annual Meeting.
10. Sallie reviewed that she had done some follow-up work with violations on Rock Creek Court. There is still one (1) home that needs to do more maintenance.
11. Sallie also reviewed the correspondence along with the Architectural approvals that were sent during the past month.
Old Business
1. The board reviewed the Proposed Budget for the year 2002. A motion was made by John Munno to approve the new budget. Motion seconded by Joe Kowalski, and approved unanimously. The new budget reflected an increase of the fees to:
Town Homes: $ 43.50/month
Single Family Homes: $ 22.00/month
Rob Furlong will have an article in the Newsletter that will explain to all homeowners the areas that incurred increases and those categories that the board was able to keep the contract price the same.
New Business
1. It was reported that the beige box van that had been parking on Windy Laurel Drive was parking again on Deep Well Court. Sallie instructed to send letter to owner of vehicle and remind them that trucks of that size were not permitted to park in the community. The truck will be towed without any further warnings if it continues to be parked on Deep Well Court.
Motion made by Pat Rogers for adjournment at 9:25 PM. Motion seconded by Joe Kowalski and approved unanimously.
