Box Hill South Homeowners Association Meeting Minutes

Sept. 18, 2001

The meeting was called to order at 7:30 PM.

Present: Rob Furlong, John Munno, Tom Pearson, Pat Rogers, Sue Perouty, Julie Hans, Jim Kowalski, and Sallie W. Foster, with TPSI.

Quorum was present.

The minutes of the August 15, 2001 board meeting. Motion by Rob Furlong to approve them. Seconded by Tom Pearson, and approved unanimously.

Treasurer's Report - Tom Pearson

Tom presented a budget comparison from year 2001 and a proposed 2002 year. There were some increases in some line items. The numbers still need to be looked over again and "fine tuned". The board will meet on their own, without Sallie Foster, to come up with a finalized budget.

Manager's Report - Sallie W. Foster

Sallie briefly went over the manager's report. All the correspondence and approval letters for the Rules and Regulations had already been e-mailed to the board.

The items discussed were:

1. Concrete - Benhoff made revisions to the concrete and curbing bid. The original bid was $19,277.20 and the revised bid was $9,055. After discussion, a motion was made by Pat Rogers to accept the bid of Benhoff at $9,055. Seconded by Rob Furlong, and approved unanimously. BHS-HOA Board of Directors based their decision for approving this sidewalk and curbing concrete work based on the Joe Bittner's 25 years experience in examining concrete. Mr. Bittner examined the property twice and recommended that the work described in his revised bid be completed because it was necessary.

2. Sallie also gave the board an update on the possibility of turning over the private courts in the town homes to the county. Sallie was finally routed to the woman in charge, Susan. She has mailed Sallie the newly update specs for deeding roadways over to the county. Sallie to ask that she go ahead and get started on the core samples to see if they meet the requirements.

3. The late fee memorandum sent by Mike Mannes was reviewed. It was decided that it should be put on the agenda for the Annual Meeting, November 5, 2001 at the Abingdon Fire Hall at 7:30 PM. Sallie will make up resolution and deliver it to Rob Furlong for his signature this week. It will then be mailed out with the Annual Meeting notice.

4. Julie Hans to draft a Newsletter so it can also be mailed out with the Annual Meeting Notice.

5. Sallie also went over the delinquencies. There were a few of them paid. Sallie also spoke about the legalities that Mike Mannes' office were bound by according to the Fair Debt Collection Act. They have to get sources of information that are "legal" for them to use.

a. Julie Hans had some updates on some of the addresses on her court. Sallie to check into.

b. Sallie also to knock on one delinquent to see if they still lived there, and also hand deliver a bill to another delinquent homeowner at another address that was found for him.c.

Old Business

1. Peggy Furlong is still typing the documents for Box Hill South. She should be finished in another week or so.

Newsletter

1. The items for Julie to include in the Newsletter included:

a. patrol for October 30th & 31st for Halloween.

b. Yard Sale/Craft Fair - Saturday, October 13th

(there will be no fall dumpster event)

c. Check the CAI web site for ideas.

New Business

1. The new signs are up. If there are any places where you want new signs - please contact Tom Pearson. We have some extras. Also, please report any broken or damages signs to the board.

2. Community Service Award - to go to George Toepfer at the November 5th Annual Meeting. Sallie to pick up gift.
