The meeting was called to order at 8:15 PM.
Present: Tom Pearson, Pat Rogers, John Munno, Rob Furlong, Mike Wooten, and Sallie W. Foster with TPSI.Absent: Dave Hastings and Sue Perouty
Quorum was present.
The minutes of the July 19, 2000 meeting were read. One correction was made. Motion to approve the minutes with the correction was made by Pat Rogers, seconded by John Munno and approved unanimously.
Sallie then went over her manager's report.
1. The drainage problem on Deep Well Court is almost completed. There is some repair work needed to some sidewalks that were broken by the heavy equipment. Everything is nice and dry and looks good.
2. The drainage problem by Split Oak Court has been completed. The land had eroded due to the discharge of sump pump lines onto the common area property. These lines were run by the builder underground at the 8 homes in this group.
3. Correspondence from homeowners received by TPSI and answered this past month were:

4. Sallie also received a note from Dave Hastings notifying the board that he and his wife had moved and will be renting their home. Dave also regretfully resigned from the board of directors. The board will have to appoint another board member to fill out his term.
5. Sallie also received a "legal opinion" from the lawyer for BHS about possibly charging the homeowners of the original group of townhouses (300) for the drainage problem at Deep Well Court. A special assessment could only be levied against the homeowners for a "capital improvement" if there was approval of the majority of the board and 2/3 vote of all the members of the community owning lots in that service district. This was different than the snow assessment which was an "annual service district assessment" because it was a service and not a capital improvement.
In addition to the previous correspondence that went out, approval letters also were sent to the following homeowners for their architectural requests:

New Business
Sallie asked to contact Benhoff and get a "guesstimate" for the paving of the next court which is Rock Creek Court. The board wants this figure for future budgetary concerns.
Sallie asked to call the State Department of Agriculture to see if they would spray the mosquitoes at the storm water management ponds. Sallie mentioned that they are presently spraying the pond at her community in Havre de Grace.
A motion was made by Pat Rogers to discontinue the use of the "Hot Line" for BHS. Sallie asked to call the phone company and have the calls forwarded to TPSI. The bills for the phone were approximately $42/month or $500/year. With the service of the web page (where homeowners can send messages to the board) and also direct access to Sallie at Trenton, it was felt that this was an area where the community could save some money. The web page gives the same information (and much more) to anyone inquiring about services in Box Hill South.
Sallie asked to have someone inspect the Tot-Lots for any maintenance needed.
There were 2 cars that appear to be abandoned. One is on TFC and the other on RC. Sallie will tag and have them towed if they do not move.
The board asked Sallie if she could have copies of the manager's report to them earlier than the night of the meeting so they had time to adequately prepare for the meeting. Sallie agreed to try and get the report and the financial information to them no later than the Friday before the meeting. Sallie to mail Tom Pearson, the treasurer, a copy of the financials as soon as she gets her copy. It was suggested that Sallie could send the manager's report by e-mail. She will be doing this in the future. Sallie appreciated the comments and will make sure that the board receives the monthly information earlier.
Sallie brought up the conversations she has had with homeowners about beautification at the front entrance of the community and also at various intersecting streets throughout the community. After much discussion, Sallie to contact Rob Baker with Ivy Hill when he returns from vacation on Monday, August 21, 2000 and have him give BHS a price for a package deal for beautification of the different areas requested. These areas include: 1) the front entrance to the community off of Rt. 924; 2) the corner of Hidden Ridge Terrace and Box Hill South Parkway; 3) the corner of Windy Laurel Drive and Deer Creek Drive.
Sallie reported that she had the signs for the community done. She had dropped them off at Mike Wooten's home. He has not had a chance to put them up but will be doing that shortly.
Sallie also informed the board that the preliminary audit for the 1999 year was completed by the new auditor. This is the earliest it has ever been completed. Previously Hajek had the audits done in November.
