Meeting Minutes

July 21, 2004

Sue Perouty, President of Box Hill South Homeowners Association, called the meeting to order at 7:31 PM.

Present: Sue Perouty, Sally Raphel, Jennifer Bergquist, Rob Furlong, Tom Pearson and Sallie W. Foster with TPSI. Frank German came in at the end of the meeting.

A quorum was present.

Minutes

The minutes of the June 16, 2004 meeting were reviewed. Corrections were made under the minutes heading to add Tom Pearson as absent from the meeting. With that correction, a motion was made by Rob to approve. Motion seconded by Sue and approved unanimously.

Treasurer's Report

Sally Raphel reviewed the financial statements. Question was raised about the $1000 charge to legal and accounting category. Sallie informed the board that it was for the 2003 audit from Hajek & Associates. There actually is a separate accounting category termed "audit" which should be used for the new budget. This will give a clearer picture as to what the charges represent.

Manager's Report

Monthly Reminders

1. Caulking on Timberwolfe Court - work order sent in to Benhoff. Project is on schedule.

2. The crack filling on HRT and also the two (2) jobs on SEC are now completed. Charges will show up on the July financial statement.

3. Sallie to contact Bosco Associates again about the tire ruts in front of the large tot-lot so they can fill them in. Water ponding. Bosco needs to do some regarding, add soil, seed and straw and then BHS HOA will send them their $1,000 retainer check.

Financial

1. Sally reviewed the financial figures for May and reported less money was spent during the past month increasing the amount of money in the checking account. The budget comparison for all budget items revealed that the year-to-date 'actual' figures were extremely close to what the year-to-date budgeted figures were.

2. Sue signed the new collection policy. Sallie to send out copies to all homeowners informing them of this new "stricter" policy.

Action Items

1. Harford County sent a letter to BHS via TPSI informing them of the construction work that will be starting on Abingdon Road.

2. Benhoff - work on SEC completed.

3. Rules/Regs - final revision copy sent to the new attorney, Rick Drury. Rick is to come to the August 18, 2004 board meeting to find out exactly what enforcement procedures the association could institute legally.

4. Sallie informed all board members that she had not yet spoken with Bobbie Jr. from Harford. Sallie is holding the new monthly bill for HSS. It will not be paid until Bobbie Jr. and Sallie can discuss the charges on the dumpster weekend invoice. There appears to be delivery of 9 dumpsters but dumping fees for 14 dumpsters.

Correspondence

The board reviewed the letters that Sallie had sent out during the last month.

Rules/Regs

The board reviewed the approval letters for architectural requests that Sallie had sent out during the last month.

Old Business

1. Newsletter - Jennifer reported that she is working on the summer newsletter. Sue has not yet completed the "President's' message. It will be ready for mailing in the next couple of weeks.

2. Sallie instructed to continue to try and contact Bobbie Jr. about HSS invoice.

3. Sally Raphel informed the board that she had spoken with Kenneth Binnix, of Daves Cove Reclamation Company. The County still has not approved the final plan. Sally to continue to update board on any new events.

New Business

1. There was a homeowner, Rhonda Biskup, of 3229 SEC, who was also expressed an interest in being a board member at the last Annual Meeting. Since Randy Shaver is no long a board member, it was suggested that Rhonda be asked if she was still interested in serving as a board member. Sallie to write her a letter.

2. Pine Crest Court - the handicap ramp on the sidewalk has deteriorated to loose stones. Sallie to call the County for repair.

3. Homeowner on HRT that owns basketball hoop. Plexiglas was broken. Some of it still falling out and collecting on street. Sallie to write owner that they either need to repair/replace the Plexiglas, sweep up the old Plexiglas on the street and/or remove the entire hoop structure. Sallie now has name and will write owner.

4. Sallie handed out copies of an article in the Aegis that Harford County Council has now adopted a parking ban on County roads for recreational vehicles.

5. Grass at 3244 SOC is still uncut. Sallie to call County about it.

6. Grass/weeds/vine/overgrown bushes at 3220 WMC still a problem. Sallie to call County on this and also write letter to owner.

The meeting adjourned at 8:26 PM.
