The meeting was called to order at 7:38 PM.

A motion to approve the minutes of the June meeting were made by Sue Perouty, seconded by Rob Furlong, and approved unanimously.
The meeting opened with discussion of the drainage areas. Sallie had bids from Benhoff on Deep Well Court, Raccoon Court, and Split Oak Court.
The area by 3319 DWC has an underground spring on the common area that is flooding the side and front of 3319. Each day it is growing larger, and has now started to come into the basement of 3319. Inspection of the area by board members and Sallie with Benhoff revealed a serious situation. Mosquito's were quite prevalent due to the standing water.
The proposal by Benhoff to install a large pit along the side of 3319 to collect the water and then hook that to a drainage pipe to direct the flow of the water discussed in great length. In addition, Benhoff would have to take the pipe and run it under the street over to the closest "downhill" storm water drain. The closest drain is on the opposite side of the street. Repairs would start at the storm water drain and work backwards. The reason for this is if large equipment were to start digging at the site of the spring, the water would be following the project and draining out onto the street until they got the pipe to the storm water drain. The proposed cost for this is $00,000.
The drainage area at Raccoon Court was also discussed. This wet area is due to surface water runoff from the hills. The board discussed that the association is not liable for surface water runoff.
The third area of drainage that was discussed was Split Oak Court. An inspection by Sallie and Benhoff revealed a drainage system installed by the builder. This drainage system, made of black corrugated pipe (not-perforated) was installed in the rear of all the yards. The builder then hooked all the sump pumps from every home into this main drainage line. The sump pumps were also hooked up with non-perforated black corrugated piping. Benhoff informed Sallie that the builder installed the drainage system with the wrong type of piping. It should have been installed with solid piping, such as PVC. Corrugated piping tends to crush throughout the years. In addition, Benhoff showed Sallie that they did not install the drainage system low enough in the ground. You can now walk from yard to yard and see the broken corrugated piping and pooling water in each yard. At the end of the last home 3236 SOC the drain extends approximately 12 feet onto common area. That pipe has also crushed due to the mowers running over it. This problem was also discussed at great length. The board referred to the documents for the association in deciding that the homeowners association could not pay for any repairs for maintenance on private lots. Therefore, the drainage system and the tie-ins for the sump pumps were the responsibility of each individual homeowner.
The common area where the water was draining and washing out the hill would be the responsibility of the association.
Therefore, the following was proposed:
1. The board to address the natural spring affecting Deep Well Court.
2. The board reviewed and accepted the only proposal from Benhoff Paving after asking 3 contractors to bid on the project. The price is $ 00,000.
3. Payment of the proposed project may come from special assessments of the service district for the area. This service district includes the following courts:
Woodbrook, Tree Frog, Timberwolf, Arbor Hill, Pine Crest, Thornapple, Holly Berry, Rock Creek, Stone Eagle, Split Oak, Deep Well, Winter Moss, Raccoon. These 13 courts comprised the original townhomes built. There are 300 homes in this service district.
The amount of $ 00.00 will be added to the 2001 assessments for these 300 homes.
4. A letter is to be sent to all homeowners in this service district explaining the problem and the repairs that will be done to solve the situation.
5. A copy of this letter will also be incorporated into the Resale Packages for all new resales in this service district. This will inform anyone purchasing a home in this service district that the feel will be assessed starting January 1, 2001.
6. A letter is to be sent to the 7 affected homeowners on Split Oak Court that have the damaged drainage area that was installed by the builder. The letter is to explain that the repairs to their sump pumps will be each individual homeowner's responsibility. The common area outside will be repaired by the homeowners association.
A motion was made by John Munno to approve items 1-6. It was seconded by Sue Perouty, and approved unanimously.
A motion to accept May's minutes (since there was not a quorum at the June meeting) was made by Rob Furlong, seconded by Sue Perouty, and approved by a vote of 3-approvals, and one abstention by Tom Pearson, who was not at the May meeting.
The fall yard sale was scheduled for October 14 & 15th. Sallie to get ad placed in the Aegis and also have signs put out.
Sallie also instructed to get the May and June meeting minutes to Jim Mellarkey for the Web Page. The BHS-HOA web page has won many awards and attracted a lot of great attention. It is perhaps the best looking web page of any community in the area. Everyone should take a look at it. It is linked with TPSI's web page and other communities that Trenton manages.
