July 16, 2003
Presentation by Days Cove Reclamation Company
Kenneth R. Binnix, Executive Vice President of Days Cove Reclamation Company along with Kelly Henry, Consultant with Ross Public Affairs, Inc. attended the Board meeting to inform the Board of Directors of the plans for Spencer's Rubble Landfill Facilities. The landfill has closed and Days Cove has been contracted to implement post-closure measures at the Abingdon Road facilities to enable future beneficial us of the property. The project is just in the planning stages and permits have not been secured yet.
Mr. Jerald R. Wheeler, Director of Harford County Department of Public Works, also attended the meeting to give support of Days Cove plans for reclaiming the land and the creation of possible construction of recreational space for public use.
Mr. Binnex will also be attending the Annual Meeting for Box Hill South Homeowners Association to inform the homeowners of the plans and answer any questions or concerns they might have about the plans.
Mr. Binnex, Ms. Henry and Mr. Wheeler finished their presentation and dismissed themselves from the meeting at 8:50 PM.
Sue Perouty, President of the Box Hill South Board of Directors called the regular Board Meeting to order at 8:51 PM. The meeting was held in the conference room of Trenton Property Services, Inc. (TPSI) at 126 S. Main Street in Bel Air, Maryland.
Present: Sue Perouty, Tom Pearce, Rob Furlong, Jennifer Berquist, and Sallie W. Foster with TPSI.

A quorum was present.
The minutes for the June 18, 2003 meeting were reviewed and a motion from Rob to accept the minutes as written was made, seconded by Sue, and approved unanimously.

There was no Treasurer's Report this month.
Sallie then reviewed her Manager's Report:
Action Items
Sallie had invited Mr. Kenneth R. Binnix of Days Cove Reclamation Company to come and speak at this evenings meeting. Mr. Binnix was also invited to speak at the BHS-HOA Annual Meeting to be held Wednesday, November 5, 2003 at the Abingdon Fire Hall at 7:30 PM.
Community Association Underwriters (CAU), which is the insurance company for Box Hill South, sent a final closeout letter to the homeowner at 3220 Pinecrest Court. The claim was being closed out because there was no legal liability on Box Hill South HOA relative to his injury, which took place in 2001.
Sallie informed the Board that three (3) homeowners had been sent to the attorney's office from collection this past month.
Sallie reviewed two (2) storm drains that needed repair. One (1) was located at the end of Split Oak Court and the other was at the end of Hidden Ridge Terrace. Benhoff was instructed to complete repairs at both areas.
Water Problems
Sallie reviewed several areas in the community that were experiencing water problems.
Stone Eagle Court - water behind homes from runoff and leaching. Benhoff presented 2 possible solutions. Sallie instructed to find out what the additional cost would be to increase swale area to include a portion of the 'hill' on the common ground between the 2 sets of homes at 3223-3225 SEC. This option would be to 'excavate and regrade the swale area measuring approximately 150' x 6' wide and install a 12" riprap channel to this area. Price of $6,700 to be adjusted to include small portion of hill. Sallie to notify Board of final price.
Deep Well Court - existing storm drain is being undermined and soil is eroding. Needs riprap to stabilize. Price to be adjusted to just include the storm drain area. Sallie to notify Board of final price.
Raccoon Court - existing storm drain area has overgrown vegetation in it. Needs to be cleaned out and parged and shape riprap again for proper drainage. Cost is $2,890.00. Motion by Rob to have work done, seconded by Sue, and unanimously approved.
Woodbrook Court - Sallie examined this area and found that the inlet itself needed some riprap for stabilization. Sallie to get price from Benhoff and relay to Board.
Raccoon Court - homeowner reported that rain from a large thunderstorm on June 21, 2003 flooded his car. Homeowner claims the asphalt repaving was not done correctly. He called and visited TPSI regarding this matter. He would like Association to pay for damages to his car. The Board discussed this matter and instructed Sallie to write homeowner and explain that many of the rainstorms recently have been extremely severe and taxing to the storm drainage systems. That particular storm created wide damage in Harford County and many roads were closed because they had washed out. There is no legal basis for liability on the Association for homeowner's damages.
Correspondence
Sallie reviewed the correspondence that was sent out during the past month. The only follow-up letter that needed to be done was to 3156 HRT because the front door they installed is not in compliance with the HOA architectural guidelines.

There were 3 new architectural request forms to examine.

Old Business
The main tot lot has still not been regraded and seeded by Bosco. Sallie to call and see when this can be done.
New Business
Jennifer handed out a draft of a newsletter that she is putting together. Many ideas were discussed. Next newsletter to be published this fall.
The meeting was adjourned at 10:21 PM.
