Meeting Minutes

June 19, 2002

Tom Pearson, President of Box Hill South Homeowners Association called the meeting to order at 7:32 PM. The meeting took place in the conference room at Trenton Property Services, Inc. at 126 S. Main Street in Bel Air, Maryland.

Present: Rob Furlong, Tom Pearson, Joe Koslowski, Pat Rogers, with Sue Perouty coming in a few minutes late. Sallie W. Foster, Property Manager was also present.

Visitor - Tammie Sellers

Tammie Sellers came to the meeting to express her concerns regarding the safety and condition of the existing three (3) tot-lots in the community. Tammie reported that none of the playgrounds meet safety standards and are not up to code. Tammie had done some preliminary work with a company that sold new playground equipment and reported that she would follow-up with them and get a bid for new equipment for all 3 tot-lots.

The board explained that the tot-lots were installed when the community was originally built - which is now going on 12+ years. Therefore, the equipment is getting old and will probably need replacement in the near future.

The board also explained to Tammie that the board was aware of the declining condition of the equipment and was in the process of having Sallie Foster, property manager, to investigate other playground companies and get bids from them. Sallie informed everyone at the meeting that she was in the process of getting 3 bids, however, they were not available yet. All three companies had promised to send in bids before Sallie left on medical leave for the month of July. Sallie's secretary would then forward the bids to the board.

Tammie also expressed a desire to try and get a 'Neighborhood Watch' set up for the community. The board explained that they have always thought this was a great idea, however, getting homeowner participation has always been a problem. The board decided that Sallie should invite the Harford County Sheriff's Office to the Annual Meeting in November to discuss this with the homeowners.

Visitor - Mrs. Cover

Tammie's neighbor, Mrs. Cover brought digital pictures she had taken of different homes in the community that are desperately in need of repair. She wanted to know why the board did not investigate these homes and ask them to do repairs.

The board replied that they are "complaint driven" - meaning, that when complaints regarding certain homes are received that they are investigated at that time. There are no neighborhood inspections done on a community wide scale to report violations. Several of the homes that were discussed had already received letters about the condition of their home; however, there is no penalty process in place for the community when a homeowner does not abate a violation. A fine procedure was voted down many years ago by the homeowners at an Annual Meeting.

The Health Department is a viable agency to contact when there is a lot of trash and rubble in the yard. It was suggested that the Health Department be called on 3159 Thornapple Court.

It had been reported by Sallie, that 2 board members recently resigned from the board - Julie Hans and John Munno. Therefore, there were 2 open spaces for new board members.

Rob Furlong nominated Tammie Sellers to the board to take John Munno's place. Tammie agreed to accept the nomination. Motion was seconded by Joe Koslowski and approved unanimously.

Tammie also informed the board that there was a very deteriorated section of common area sidewalk on the hill between Pine Crest Court and Raccoon Court that needed to be replaced. Sallie explained that she had just completed the bid process for the concrete for Raccoon Court with Benhoff Paving and would inform them to include that area in the price. The concrete will be replaced in early August when Raccoon Court is paved.

Approval of Minutes

The minutes for the April 2002 meeting were reviewed. Motion was made by Pat Rogers to accept the minutes as read. Joe Koslowski seconded the motion. Motion passed unanimously.

Treasurer's Report

Joe Koslowski informed the board that the monthly reserves were not transferred in the June Income Statement. Sallie to have June's reserves added to July's reserve amount and transferred in July.

Manager's Report

The deadline for the late fees was also discussed. There was some confusion as to why the proxy originally had a deadline date and then it did not. Sallie explained that Mike told her that he had "goofed" when he originally informed Sallie about the deadline date. The documents for the community do not state that a proxy is good for only 180 days.

Raccoon Court is scheduled for new drainage, new asphalt and new concrete replacement work to be completed this summer. Sallie reported that Benhoff currently had it on the schedule for late July or early August. Sallie to send notices out to everyone on Raccoon Court to notify the residents of the upcoming work and that parking will be disturbed during the construction phase.

The "Proposed Rules" is still in the process of revision. The board needs to review the past copies given to them and continue with the revision process.

Sallie informed the board that the owner of 3107 had come into Trenton's office to speak with her about her complaint of her neighbor's wind chimes. Sallie to write owner.

New Business

Sallie was asked to speak with Rob Baker of Ivy Hill Nursery Company and ask him to personally inspect crews after their work is completed. The board and the property manager have gotten several complaints of common areas that are not being cut.

It was reported that Emmorton Park and Recreations is also replacing some playground equipment and that they might be a good source of information. Sallie to check into.
