Meeting Minutes

June 18, 2003

Sue Perouty, President of the Homeowners Association called the meeting to order at 7:35 PM. The meeting took place in the conference room at Trenton Property Services, Inc. in Bel Air, Maryland.

Present: Sue Perouty, Rob Furlong, Sally Raphel, Tom Pearson

Visitor: Jennifer Bergquist

A quorum was present.

Appointment of new Board Member: Jennifer Bergquist attended the meeting with the desire of joining the Board and serving as a new member. Rob Furlong motioned that Jennifer be appointed to the Board. The motion was seconded by Sally Raphel, and approved unanimously. Jennifer's term will expire in November 04.

The minutes for April 16, 2003 meeting were reviewed and a few corrections were made. Sallie to revise the minutes and then forward them to Jim Mellarkey to be put on the web page.

Treasurer's Report

Tom noted that the checking account balance at the end of May was approximately $2,000 less that the balance at the beginning of May. Sallie informed the Board that Harford Sanitation was paid over $4,000 in May for the dumpster weekend event. This had a direct effect on the cash flow in the checking account.

Sallie then reviewed her Manager's Report:

Action Items

Stone Eagle Court Drainage: The drainage problem at Stone Eagle Court was discussed. Joe Bittner had inspected the site with Sallie and recommended a proposal of removing the existing 8" corrugated black pipe in the swale and exiting into the storm drain. Over the years this pipe has probably been crushed and is not working effectively due to natural weather conditions such as wind, water, erosion, etc. He suggested replacing it with a new 12" CPM Pipe and then have all the sump pump lines from the seven homes connect into it for drainage of the homeowners sump pumps.

The Board discussed this at length and decided to have Joe Bittner rebid the project using just a "V-cut" where the present swale is and then fill it with large stone rip-rap. Sallie instructed to get this bid from Joe. In addition, Sallie informed the Board that the owner at 3225 Stone Eagle Court wants to show Sallie some sink holes in the wooded area. Sallie to set up an appointment with the owner. The Board did discuss the condition of all the wooded areas in the community and felt that there is an inherent danger in anyone walking through or children playing in the woods.

Sallie informed the Board that she had also had calls from owners on Woodbrook and Raccoon Court about water pooling in common areas. Further discussion about repairs to these areas revealed that this should not be an expense to the entire community but to the homeowners affected by these specific areas. There may even be the need to do a special assessment of certain homes in order to correct some of these problems. Sallie to do inspections of all areas and report back to the Board at the next meeting.

Fines: Sallie reported the sample "fine structure" from the lawyer, Mike Mannes. Discussion of the pending draft Rules & Regulations included an idea of a committee to head up the application of the fines for specific violations. A member of the Board should be included, as part of the committee, but the committee would make recommendations to the Board as to the nature of the violation(s) and the fine they felt was appropriate. The Board was to discuss this further during the next month and try to do more brainstorming of ideas in how to implement the fining of violations. This will be discussed again at the July meeting.

Spencer's Landfill: The Association received a letter from Kenneth R. Binnix, Executive Vice President of Days Cove Reclamation Company about closing out Spencer's existing rubble landfill facilities on Abingdon Road. A suggestion was made that Mr. Binnix would make an excellent choice for a speaker at the Annual Meeting in November. Sallie to call and see if he is available.

Ivy Hill: Sallie reviewed some memo's she faxed to Ivy Hill regarding work that needed to be done. The cutting in the rain was also discussed. Unfortunately, out of the last 57 days, it rained 45 of those days. Therefore, in order to keep up with the mowing, it has been necessary for Ivy Hill to cut during the rain. Sallie has spoken with Rob Baker numerous times about this and the condition of the ground with some ruts appearing. Rob has assured her that they will definitely be repairing any damaged grounds.

Annual Meeting Date: Sallie informed the Board that she has scheduled the Annual Meeting for Wednesday, November 5, 2003 at the Abingdon Fire Hall at 7:30 PM.

Correspondence

Sallie reviewed the correspondence that had been sent and received during the last month.

Rules/Regulations

There were three (3) new requests this past month:

Parsons 3234 RCC shed approved

Markland 3212 SOC shed approved

McGinnis 3162 HRT fence approved (4-ft picket)

Sallie also reviewed 2 complaints about some lattice that was installed at 3111 Hidden Ridge Terrace. Latticework and hanging plant stands have been approved throughout the community for many years. Therefore, this lattice structure was not in violation of any rules.

New Business

1. The home at 3115 HRT was recently sold. Ck and make sure we get paperwork.

2. BOD Members to look at new wooden door on HRT - no application or approval for door.

3. Send 3159 Thornapple Court - letter about picking up trash, clutter in yard. Also send it to owner's e-mail address.

4. Homeowner on RCC has been accumulating trash in rear yard. Sue to call Sallie with address so Sallie can write letter

5. "Proposed" Rules & Regulations - send to Jim Mellarkey to put on web site. Possibly use "updates" for people who sign up on site.

Legal

Sallie reviewed the delinquent accounts with the Board. Tracey Bentz, the paralegal that works on the accounts is doing a great job and collecting a lot of the money.

The meeting adjourned at 9:30 PM.
