Meeting Minutes

June 16, 2004

Sue Perouty, President of Box Hill South Homeowners Association, called the meeting to order at 7:07 PM.

Present: Sue Perouty, Sally Raphel, Jennifer Bergquist, Rob Furlong, and Sallie W. Foster with TPSI.

Absent: Frank German, Tom Pearson, Randy Shaver.

The fact that Randy Shaver has missed numerous meetings and is severely delinquent on his account was discussed. A letter had been sent to Randy on December 18, 2003 informing him that if he did not bring his account current that his board membership would be terminated. Motion made by Sue to terminate his board membership. Motion seconded by Sally Raphel and approved unanimously.

Minutes

The minutes of the April 21 2004 meeting were reviewed. Corrections were made under the financial heading to switch the 12-month and 5-month around with each other. It should read that the snow is budgeted on a 5-month cycle instead of a 12-month cycle. With those corrections, a motion was made by Rob to approve. Motion seconded by Sue and approved unanimously.

The invoice that Sallie sent to all board members from Harford Sanitation was reviewed. There appears to be delivery of 9 dumpsters but dumping fees for 14 dumpsters. Sallie to investigate with HSS. The board will have to keep an eye on the expense of providing dumpsters to the community as the cost for this service continues to rise.

Manager's Report

Monthly Reminders

1. Sallie to put the snow refund of $387 on recap sheet in order to get a truer figure for amount spent for the entire year.

2. Caulking on Timberwolfe Court - this was not completed last year when the asphalt and drain tile was installed. The association needs to take care of the work that was done last year. Motion made by Rob to have the caulking completed. Motion seconded by Sue and voted unanimously.

3. The crack filling on HRT and also the two (2) jobs on SEC are on the schedule with Benhoff for next week.

4. Sallie to contact Bosco Associates again about the tire ruts in front of the large tot-lot so they can fill them in. Water ponding.

5. New asphalt job (TFC) for summer of 2004. The board discussed the fact that they have been reasphalting 1-2 courts each summer. Two years ago $40,000 was spent on new tot-lot equipment. In addition, $57,759 was spent in 2003 for storm drains and water inlet projects. With the other projects scheduled on SEC this year, the total for water problems will come to $61,114. Because the association needed to stabilize the water inlet areas, the board discussed the possibility of not reasphalting the next court (TFC) and waiting a year in order to stabilize the reserve accounts. Motion made by Sally to wait one (1) year before reasphalting another court. Motion seconded by Sue and approved unanimously.

Financial

1. Sally reviewed the financial figures for May and reported less money was spent during the past month increasing the amount of money in the checking account. The budget comparison for all budget items revealed that the year-to-date 'actual' figures were extremely close to what the year-to-date budgeted figures were.

2. Sue signed the new collection policy. Sallie to send out copies to all homeowners informing them of this new "stricter" policy.

Action Items

1. Harford County sent a letter to BHS via TPSI informing them of the construction work that will be starting on Abingdon Road.

2. Bulk Permit Mailing - was researched by Teresa. Found out that TPSI has a permit. The cost savings for BHS per mailing will be $65.51.

3. Benhoff - work on SEC schedule for next week.

4. Rules/Regs - final revision copy sent to all board members. It was discussed what the next step should be for these Rules and Regs. A motion was made by Sue to contact the new attorney, Rick Drury, and have him review the documents for the community and find out exactly what enforcement procedures the association could institute legally. Motion seconded by Jennifer and approved unanimously.

Correspondence

The board reviewed the letters that Sallie had sent out during the last month.

The board reviewed the approval letters for architectural requests that Sallie had sent out during the last month.

Old Business

1. Newsletter - Jennifer reported that she is working on the summer newsletter. It will be ready for mailing in the next couple of weeks.

New Business

1. The home at 3264 SOC was reported as being for sale. The grass and weeds along the fence are extremely high. Home is vacant. Sallie to write letter to owner.

2. The polybutylene pipe at 3202 SOC has been reported leaking. Sallie to write letter to homeowner and ask them to repair it.

3. Pine Crest Court - the handicap ramp on the sidewalk has deteriorated to loose stones. Sallie to call the County for repair.

4. Timberwolfe - the siding at 3315 TWC has still not been repaired since the hurricane. Sallie to write owner.

5. Holly Berry Court - home at 3315 - neighbors have reported that siding on back of this house is coming down. Sallie to investigate.

6. Homeowner on HRT that owns basketball hoop. Plexiglas was broken. Some of it still falling out and collecting on street. Sallie to write owner that they either need to repair/replace the Plexiglas, sweep up the old Plexiglas on the street and/or remove the entire hoop structure.

The next meeting will be held on Wednesday, July 21, 2004.
