The meeting was called to order at 7:30 PM. A quorum was present.
Present: Rob Furlong, John Munno, Sue Perouty
Absent: Dave Hastings, Tom Pearson, Pat Rogers
Guest: Mike Wooten, 3334 Raccoon Court
Mr. and Mrs. Jan Kasparzak, 3207 Arbor Hill Court
Mr. and Mrs. Kasparzak were invited by Sallie Foster, Property Manager to tell the board about problems they have been experiencing with their neighbors. Mr. and Mrs. Kasparzak explained with great emotion the problems that have culminated in court appearances. The board explained that although they were sympathetic to their situation, they could not do anything regarding this matter. The only authority they board had was to make decisions regarding the common areas. The board did tell the Kasparzak's that their neighbor had appeared at the semi-annual meeting on May 1st and told of the same type of problems he was having with the Kasparzak's. The board told both the neighbor (Mr. Sondi) and Mr. Kasparzak that perhaps the best thing for them to do would be to contact a lawyer.
The Kasparzak's left the meeting the board continued with the agenda items.
Rob Furlong explained that he had spoken with Al Peisinger and Al was not going to have enough time to devote to the board as he had planned. Therefore, his position was open. Rob made a motion that Mike Wooten become a board member. Motion seconded by John Munno, and approved unanimously. Sallie to send letter to Mike.
Mike would then complete Al's term of office which would be 2-1/2 of 3 years; and Sue Perouty would complete Dave Riggin's term of office which would be 1-1/2 of 3 years.
The April, 2000 minutes were read and a motion was made by John Munno to approve as read. Seconded by Rob Furlong, and approved unanimously.
Sallie to get copy of Reserve Study for Sue and Mike and send to them.
Sallie reported that only 4 of the 7 dumpsters were delivered by Harford Sanitation. Therefore, they offered to have another dumpster day at the discounted price of $250 instead of $295. The board agreed to wait until fall and see what the money situation was at that time.
Fire lanes survey - Sallie explained that the HOA would have to purchase the signs ($16/ea) and the u-channels ($19/ea). This would not be inexpensive. Board tabled discussion until next meting.
Drainage issues for Deep Well Court and Raccoon Court - Bids from Ivy Hill discussed. Board wanted to get another opinion. Sallie to get bids from Benhoff. Sallie to asked specifically about 'a trench with gravel; narrow bucket width; 18" deep with 1' gravel and filter cloth and 6" soil and seed.' This would start at 3324 RC , past end of group to the 'Rip Rap' drainage area already established on the common ground.
Paving fro 2000 was discussed. After a review of the financial status, a motion was made by John Munno to pave only Holly Court this year. Motion seconded by Rob Furlong, and approved unanimously.
A request by Mr. and Mrs. Thomas Burger of 3227 Stone Eagle Court regarding getting the HOA to do some repair work to their lawn was denied. Sallie was, however, going to try and get Benhoff or Ivy Hill to do something free. When the sidewalk in front of the Burger's home was put in last year, they said that Benhoff did not fill in the ditch with dirt and seed and straw it. They tried to do it but with the drought it did not take.
Mr. and Mrs. Maguire of 3434 WMC had a violation in their resale package about a red color stain on their deck. The Maguire's sent in a letter stating it was a light cedar tone. Rob Furlong remembered that light cedar tones were approved years ago. Motion made by Rob to approve deck as is, seconded by Sue Perouty and approved unanimously.
Seminar - Rob Furlong, John Munno, Sue Perouty, and Mike Wooten were booked for the seminar on June 3, 2000. Sallie to find out if they get any booklet before going to the course.
Sallie to get 'No Soliciting' signs made for the community. Mike reported having problems with many solicitors. John Munno reminded Sallie that she had not yet gotten the No Soliciting Sign replaced at the entrance for the single family homes at Deer Creek Drive. Sallie to get 4 new signs made up.
