Meeting Minutes
April 21, 2004
Sue Perouty, President of the Board of Directors for the Box Hill South Homeowners Association, called to order at 7:40 PM.
Present: Sue Perouty, Rob Furlong, Jennifer Bergquist, Randy Shaver and Teresa Haines from TPSI.
Absent: Sally Raphel, Tom Pearson, Frank German
A quorum was present.
Minutes
The minutes of the March 17, 2004 meeting were reviewed and approved.
Financial
Sally Raphel, the Treasurer, was not able to be present at the meeting. Rob reported that one thing has not been changed - The snow looks like everything is budgeted on a 12 month cycle instead of 5 months. The dollars are higher in places because the month-to-date budget expenses - $21,295 makes it appear as though we didn't budget correctly. $3,500 in the hole is not correct.
Trees & Shrubbery - $440.00 - whole line item needs to be taken out - not part of budget. Is all under Repairs & Maintenance.
There was $6,000 more this month as far as cash flow. The prepaid account year-to-date actual is still $12,000 up. Things are flowing better without transferring anything depending on various repairs.
Rob asked that we email basic numbers for end of month as soon as possible for slide show presentation at semi-annual meeting.

Action Items
1. Playground - Sue reported that they are waiting for the water to go away. There is a huge area when it needs to be leveled out to make the water come out further toward the road. Rob wants to send Bosco a letter telling them that we want it fixed to satisfaction. If not, then get Ivy Hill or someone to fix.
2. Hidden Ridge Terrace - Alligator cracks - Board reviewed Behoff's proposal. Rob motioned to have work on Hidden Ridge Terrace done, Sue seconded and was approved anonymously.
3. Stone Eagle Court - Board wants more specific details for Item 1 - Stone Sump Area and Underdrain Outlet. Need drawings or maps showing whose houses are being affected to show where money is being spent.
4. Stone Trail - work was completed by Ivy Hill.
5. Jennifer to put in next newsletter proper placement of trash cans - in back of home, not in front or on sides. She will also put something in newsletter concerning children destroying common areas.
6. Board would like only Rick Drury as speaker for semi-annual meeting. Teresa to advise him that meeting is at 7:30, not 7:00 as in letter. Ask Rick to email the collection policy for semi-annual meeting. Keep Trooper Smolek in mind for the annual meeting.
7. Rules & Regs - Latest revision was reviewed. A few new changes were made.
Correspondence
1. The Board reviewed the letters that were sent to homeowners during the past month.
Complaints
1. Three letters were sent out to homeowners concerning trash and two letters were sent out to homeowners concerning their children destroying the common areas.
Rules/Regs
1. There were eleven (11) approval letters sent out this past month. Five (5) for decks, one (1) for a fence, two (2) for a storm door, one (1) for bay window repair, fascia & gutters, one (1) for a wooden play center, and one (1) for a patio and retaining walls.
Old Business
1. Jennifer handed in receipts for the Easter Egg Hunt. She said people are not looking at their newsletter. She did not have a good turnout. Might like to start sending out flyers for activities.
2. Speaker for Semi-Annual Meeting - Board would like Rick Drury as speaker. Will keep Sgt. Smolek in mind for the annual meeting.
3. Rules/Regs - the last print out was reviewed and a few changes were made.
4. Tri-County - invoices in question were reviewed and the Board has no more concerns with them.
New Business
1. Hidden Ridge Terrace - there is a sink area at bottom in grassy area. Need to take a look at. Also there is a light pole leaning near circle near bottom of Hidden Ridge Terrace. Teresa to call BGE.
2. Sue suggested that a community walk-through be done. A lot of people are not maintaining their homes. They will possibly do this on April 25th, weather permitting.
3. A new architectural request for 3280 Meadow Valley Drive for a fence and above-ground pool was reviewed by the Board and approved.
4. Jennifer to do flyer for Mother's Day and Father's Day events and will put them on doors. Board would like Trenton to look into bulk mailing permit.
5. Rules & Regs responses from newsletter - Five were received. Jennifer will respond to those with a name and address.
6. The Collection Procedure Outline from Rick Drury was handed out to the Board for their review.
7. Randy Shaver asked Board if it would be a conflict of interest if he was to bid on snow removal and lawn care for Box Hill South. The Board said that it would be as long as he is a member of the Board. Randy would like to do work for the community. He thinks Ivy Hill needs to do a better job. He says the only time they correct what they are doing is when he tells them. He would like to bid on the next contracts.
8. 3348 Raccoon Court - Teresa to send letter telling her it is her responsibility to trim along the inside and outside of her fence. Take a look at her grass and see if it needs cutting to include in letter also.
