Meeting Minutes

March 20, 2002

Pat Rogers, Vice President of Box Hill South Homeowners Association (HOA) called the meeting to order at 7:35 PM. The meeting took place at Trenton Property Services, Inc. (TPSI) conference room @ 126 South Main Street, Bel Air, MD 21014

Present: Pat Rogers, Rob Furlong, Joe Kowalski, John Munno, Sue Perouty and Sallie W. Foster, with TPSI.

Absent: Tom Pearson, Julie Hans

A quorum was present.

The minutes of the February 27, 2002 meeting was reviewed. Motion by Sue Perouty to approve the minutes, seconded by Rob Furlong, and approved unanimously.

Treasurer's Report

Joe K. handed out copies of a financial summary for the year 2001. The figures were reviewed and discussed. This information may also be a handout for the Semi-Annual Meeting that is scheduled for May 21, 2002.

Sallie reviewed the manager's report.

Financial Report

The 2nd CD with MBNA renewed March 12th. Sallie was not able to contact Tom Pearson and give him the rates of a new 6-month CD or a Money Market account because Tom was on vacation. Sallie then called Joe, Treasurer, and Sallie was instructed to have the money put into a new Money Market Acct for BHS. Sallie did this before the meeting.

Delinquent Report

The delinquency report from Tracey Bentz could not be copies because the copier at TPSI was broken. Sallie to send copies to all board members on Thursday, March 21, 2002.

Action Items

1. Private Courts - Sallie informed the BOD that Harford County would not be willing to accept individual courts and they were being brought up to code and asphalted.

2. Fire Department - Sallie spoke with the former Chief of the Harford County Firemen and he explained that Harford County does not offer the service of installing "Fire Lane" signs in private communities. The reason is because all Harford County firemen are volunteers.

3. Handicap Parking - Sallie reported that the H/C signs were in. Miss Utility was called and work should be completed shortly. Rob mentioned that he investigated the laws regarding H/C signs on the CAU website. He informed the board that the law has changed to include all homeowner association and condominium associations. The law looks at the request and if they are "reasonable" or not.

4. Curb Parking - since the County will not mark any curbs as fire lanes, the board will inspect the two (2) courts that have lodged complaints. Pat and Rob to look at these 2 courts and then discuss with the rest of the board at the next meeting. The other courts would be inspected shortly.

5. Concrete - behind 3222 PCC was inspected by Sallie. There are many pieces that would be able to be removed, however, there were also some that were extremely large and heavy. The board suggested that a "mall" could break these larger pieces into smaller sizes, which would be able to be removed. Sallie instructed to get a bid from Ivy Hill Nursery Company and also S&K Contracting.

6. Revised Proposed Rules & Regulations Handbook - three (3) additional pages of the Handbook were reviewed and discussed. Corrections were made and Sallie to correct and forward final copy to board members. Three (3) more pages are to be completed for the next board meeting on Wednesday, April 17th.

Correspondence

The board reviewed all correspondence.

Rules/Regulations

There was one Architectural Request made by 3112 HRT for a shed. Sallie instructed that more information was needed on the style of the shed by the board. Owner will have to resubmit the application with a picture or sketch of the shed.

Old Business

1. Yard Sale - the dates for this were discussed. It was decided that the date would be Saturday, April 13th with the rain date of Sunday, April 14th.

2. Dumpster Weekend - dates for this were also discussed. It was decided that the dumpster weekend would be Saturday & Sunday, April 20th & 21st and the container would remain until Monday morning, April 22nd. BHS-HOA has previous had seven (7) dumpsters delivered to the community. It was decided that two (2) additional dumpsters were to be added. One would be placed on Winter Moss Court and the other on Meadow Valley Drive. Sallie to confirm dates with Bobby Jr. of Harford Sanitation and send information and map to him. Sallie also to contact the Aegis and have the Yard Sale advertised the Wednesday before the event. The yard sale would be advertised on Wednesday, April 10th. Sallie also to compose flyer to be sent to all residents informing them of the events and their respective dates.

New Business

1. Sallie reported she received a call from Mrs. Toepfer regarding plantings for the single-family homes. She informed Sallie that due to the drought, her husband, George, would not be planting any flowers. Since there is not way to get water to the site, she felt it would be a waste of money to plant flowers only to have them die from a drought.

2. Snow plow blade on Stone Eagle Court - this was reported to still be sitting in the parking spaces. Sallie instructed to send letter to homeowner and ask them to remove it.

3. Bulk Trash sitting along the side of 3115 Hidden Ridge Terrace. Sallie asked to write letter to owners asking them to remove it.

4. Sallie also asked to write the owner of 3159 TC asking her to remove the large trash pile set on the side of her home.

6. Letter to Sheriff's office regarding speeders. Sue Perouty did not have time to complete this letter. She will work on it within the next week. She will probably try to call them and see if the county could put out the "trailer" which records a car's speed.

7. Dog feces - it was reported that 3431 TFC was permitting their dog to relieve himself on other owners property and they were not picking up after him. Sallie instructed to write owner.

8. Tot Lots - Sallie instructed to have the lots inspected for safety and repairs that are necessary. Sallie also to get the "white" railroad tie (at the tot-lot across from TFC) pained the color of the other railroad ties (brownish/grey). It was reported that a swing was broken at the "large" tot-lot, which faces Windy Laurel Drive.

9. Sallie informed the board that she had new information on using "ground-up" tires instead of mulch for the padding at the tot-lots. Sallie to do cost comparison between both.
