Meeting Minutes

March 19, 2003

Sue Perouty, President of the Homeowners Association called the meeting to order at 7:30 PM. The meeting took place in the President's office at Trenton Property Services, Inc. in Bel Air, Maryland.

Present: Sue Perouty, Rob Furlong, Sally Raphel and Sallie W. Foster with TPSI.

Absent: Joe Kowalski, Tom Pearson, Stephanie Vancura

A quorum was not present.

The minutes for the February 19, 2003 meeting were reviewed and approved with some spelling corrections.

Treasurer's Report

Joe Kowalski, Treasurer, was not present. The board did discuss the financial information, especially the payments for the snow contractor.

Manager's Report

Sallie reviewed her manager's report

Action Items

Sallie was able to pay the large snow invoice to Tri-County Unlimited without breaking the snow CD and loosing interest. There were enough funds in the MM account at Farmer's Bank, which were "operating" funds and not "reserve" funds.

There was an extensive discussion regarding the snow removal for the large snowstorm. Some board members thought that Tri-County Unlimited took too long to clean up the private courts and that the cost was too much. Other board members felt that they had done a good job.

Sue Perouty, President, relayed information from a meeting that was held Thursday, March 6, 2003 with the Board of Directors for Box Hill South and the owner of Tri-County Unlimited, Mr. Curt Nocket. The only board members to attend the meeting were Sue Perouty and Sally Raphel. Sallie Foster was also available. Curt had complete documentation for all the trucks for the large storm and some back up regarding the hours for the front-end loader and bobcat. The men worked 24-hours in 8-hours rotations round the clock. There was documentation as to the start time on Pinecrest Court also. The final bill for the front-end loader of $20,750 was paid-in-full.

Sallie was asked to check the computer to see if she could come find the price of the last blizzard that was in 1996. The contractor for this storm was Mike Millette and it was felt by some board members that he did an excellent job of snow removal. Sallie investigated and found that the amount paid to Mike Millette for the 1996 blizzard was $36,560 and the amount paid for the entire 1996-winter season was $40,322.50. Because this most recent snowstorm had a larger accumulation of inches of snow that the 1996 storm had and the bill was less.

It was recommended that in next year's contract for snow removal that the board ask for an addendum to the contract if a large snowstorm occurs that the contractor have someone in each court to verify his start & stop time.

Sallie reviewed 2 letters from our legal counsel, Mr. Mike Mannes, regarding questions for implementing a new Rules & Regulations Handbook for the community. Mike explained that that he had reviewed our draft and made some corrections with regard to some rules. He informed the board that according to the By-Laws the board could establish rules and regulations. In order to establish a "fine structure" for violations of any of the rules, the board would have to pass a new rule stating the specifics of the fines. The board would have to go through the procedure as outlined in the By-Laws in order to implement any fines. This will be reviewed at the next board meeting since no all board members were present.

Sallie informed the board that 2 cars had recently been towed. It was reported that there was a car on Hidden Ridge Terrace that was very smashed and had not been moved in several months. Sallie to tag.

Correspondence

The board reviewed the correspondence that was sent out during the past month.

Legal

Sallie reviewed the report from Tracey Bentz for all the delinquent accounts.

Old Business

The idea of the board sponsoring a "dedication" for the Playgrounds was discussed again. This has been put on hold.

New Business

None

The meeting adjourned at 8:35 PM.

The next meeting will take place on Wednesday, April 16, 2003 in the conference room at TPSI at 126 S. Main Street.
