Meeting Minutes

February 27, 2002

Tom Pearson, President of Box Hill South Homeowners Association called the meeting to order at 7:35 PM.

Present: Tom Pearson, Rob Furlong, Pat Rogers, Joe Kowalski, Julie Hans, Sue Perouty, and Sallie W. Foster with TPSI.

Absent: John Munno

Quorum was present.

The minutes of the January 16, 2002 meeting were reviewed. Motion was made by Rob Furlong to approve the minutes. Motion seconded by Sue Perouty. Motion passed unanimously.

Treasurer's Report

Joe Kowalski handed out a worksheet for the costs associated if Harford County were to take over the maintenance of the private courtyards. After much discussion it was suggested that Sallie inquire with Harford County to see if the County would be able to take over the streets on an individual basis versus all the courts at one time. The board felt that this subject could be discussed at the May Semi-Annual Meeting with the homeowners. The financial analysis of the costs showed that the "rate of return on the investment" might not prove advantageous to the homeowners because it would take approximately 10-15 years for the results to be fully realized. The other option the board has is to continue to repair the courts as the courts are in need of repair and as long as the association has the money to repair them. If there were not enough money available in the future, the board would have to make a decision as to where or not a special assessment might be necessary.

Sallie instructed to inquire with the county to see if they would entertain the idea of accepting individual streets instead of all the streets at one time.

Sallie reviewed the Manager's Report

Financial Report

The 2nd CD with MBNA will mature on March 12, 2002. Sallie instructed to find out rates for a 6-month CD or a money market account. The board may need to have some of this money available to do the repairs to Raccoon Court this summer.

Delinquent Report

Tom informed the board that he would do a recap for the board and e-mail it to everyone.

Parallel Parking

The legal advice from Mike Mannes informed the board that they are empowered to make "Rules and Regulations" according to the documents for the association. The board asked Sallie to inquire with the Fire Department as to what is involved if they were to do a review of the parking in all the private courts.

Handicap Parking

Two individuals on Raccoon Court have applied for reserved handicap parking spaces in front of their home. Sallie is to supply the board with the ruling that mandates the association to comply.

Parking - Split Oak

An owner complained that she was not able to have a parking space in front of her home because of neighbors using her assigned space. Sallie instructed to write homeowner that is not utilizing the parking plan and inform them which space is their assigned parking space.

Parking - Hidden Ridge Terrace

The board is also investigating the possibility of utilizing the Fire Department for a survey of the parking on this court also.

Two neighbors (one from Pinecrest Court and one from Arbor Hill Court) informed the board that there is a lot of trash in the community and that they have been picking it up. Sallie instructed to write both homeowners and thank them for their efforts and invite them to start up a new volunteer committee to help alleviate the trash from BHSHOA.

Water (springs) in rear of Deep Well Court

A new homeowner called TPSI and inquired as to what she could do because the backyard of her home and the adjacent homes were extremely wet. Sallie investigated and reported to the board that there are several springs in the backyards of these homes and that it would be the responsibility of each homeowner to rectify the problem. Sallie to inform homeowner when she calls back and also to write letter.

Storm Water Management Pond

Repairs were recently made to remove the beavers that had made a home in the pond. The managing agent for the association, Bob Ward, completed repair work. Box Hill South assessed their portion of the repair bill, which was approximately $700.

Sue Perouty informed the board that she has noticed a lot of speeding cars on Copper Ridge Road and Stone Trail Road - both County roads. It was suggested that all board members write the Sheriff's Department or the Department of Highways and voice their concern. Sue to draft letter and send to other board members for them to send also.

The meeting adjourned at 9:45 PM.

Next board meeting will take place on Wednesday, March 20, 2002 at Trenton Property Services, 126 S. Main Street, Bel Air, MD. 21014 - 2nd floor conference room.
