Meeting Minutes
January 21, 2004
Sue Perouty, President of the Board of Directors for Box Hill South Homeowners Association, was called to order at 7:29 PM.
Present: Sue Perouty, Rob Furlong, Sally Raphel, Frank German, and Sallie W. Foster with TPSI.
Excused absence: Tom Pearson, Jennifer Bergquist
Absent: Randy Shaver
A quorum was present.
Financial
Sally reviewed the year-end figures for Box Hill South. The checking account is extremely low due to the fact that $17,000 was used from the checking account for capital expenditures. The Board decided to cash out the CD of $33,000 and to put $15,000 into the checking account and the remainder into the money market account. The income at year-end was approximately $3,000 more that than budgeted due to collection of some delinquent accounts. The expenses, however, showed that about $4,000 more was spent than budgeted. During 2003, we experienced a blizzard and a hurricane. The clean-up from these 2 major occurrences was expensive. A special snow CD was used to pay for the $40,000 snow bill. Only $10,000 had been budgeted.
Minutes
The minutes for the December 17, 2003 meeting were read. A few minor corrections were made. Rob made a motion to approve the minutes as corrected, seconded by Sue and approved unanimously.
Manager's Report
Action Items
1. Stone Eagle Court Water Issue - The letter that was sent to all the homeowners on Stone Eagle Court was reviewed. The Board had also invited all residents to come to this monthly meeting to discuss the issue further. No residents showed up. The Board decided to authorize work on four (4) separate issues:
a. Stabilize area around storm drain behind 3231 SEC.
b. Contain ponding on Common Area on side of 3211 SEC.
c. Stabilize sinkhole in Common Area in front of 3201 SEC.
d. Instruct Comcast Cable to bury exposed wires in the rear of 3220 SEC.
2. E-Mail from resident on Holly Berry Court - wanted to know why the Rules were not being enforced. He has lived here 17 years and does not like all the cars without registration, toys and bikes strewn all over the court, and trash cans not being taken to the rear of the property after trash day. Sallie had responded to his e-mail the Rules and Regulations have not yet been approved. Until they are approved, the Board can only have the property manager write letters to the neighborhood asking them to clean up. Unfortunately, much of these activities would require a change in human behavior and that is not something anyone can control.
3. Jungle Gym - owner on Raccoon Court received a letter asking her to remove her plastic jungle gym because it was not approved equipment. The owner wrote the Board and asked if they couldn't keep it in their fenced yard but will remove it when they move. The Board agreed.
4. E-mail from resident on Split Oak Court complaining about the services he received for his monthly assessment payment. He did not feel that he was getting anything for his money. Sue Perouty, President of BHSHOA replied to him and explained the budget in detail.
5. Rules & Regulations - the Board received some recommendations from the homeowners at the Annual Meeting in November. The Board reviewed these suggestions and made changes to the R&R where necessary. The R&R will be available for voting on at the Semi-Annual meeting in May. The Board is also seeking volunteer members for a committee to establish a fining structure.

The Board briefly reviewed the letters that were sent during the past month.

The Board briefly reviewed the two (2) approval letters that were sent to homeowners during the past month.
Legal
The Board will review the delinquent accounts on their own time.
Old Business
Randy Shaver, a newly elected Board member, has not attended the first two (2) meetings. If a Board member missed three (3) meetings, they are removed from the Board roster.
