Meeting Minutes
Tom Pearson, President of Box Hill South HOA, called the meeting to order at 7:35 PM at the office of Trenton Property Services, Inc. (TPSI).
Present: Tom Pearson, Rob Furlong, Joe Kowalski, Pat Rogers, Sue Perouty, Julie Hans, John Munno and Sallie W. Foster with TPSI.
Quorum was present.
Joe Kowalski reviewed the treasurer's report. Joe handed out an analysis of the figures from Harford County Department of Public Works for converting the privately maintained courts to the county. Discussion and review followed. The figures will still need some adjustments made to them with regard to the reserve account. Joe to make adjustments for February's board meeting. Sallie was instructed to check the previous Reserve Study and determine it's completion date and to check the life expectancy of the road repairs in the Study. Sallie also checking with the lawyer, Mike Mannes, regarding legality of wording on proxies.
The snow removal expenditure for the year-end of 2001 was $6,140 out of a total budget of $10,000. Tom Pearson motioned to add the remaining amount of $3,860 from the operating account to the Snow CD that was renewing in February 2002. Motion seconded by Rob Furlong and approved unanimously. This CD (#420597427) will be renewed for 1 year. The MBNA CD#0580803, which matures in March 202 will be renewed for 6 months.
Sallie instructed to check on a possible double payment made to BGE in December 2001.
The minutes for the December 19, 2001 meeting were reviewed. Motion made by Tom Pearson to accept with one (1) change on page 3. Pat Rogers informed the board about the possible problem with the envelope size. Sallie to correct. Motion seconded by Sue Perouty and approved unanimously.
Sallie reviewed the delinquent accounts for the association and the action that was being taken with each account.
Sallie reviewed her manager's report:
Harford County Private Road Acceptance is still being analyzed and discussion to follow at the next meeting.
Sallie instructed to contact Geo-Technology Associates regarding their letter to the association. GTA is conducting a survey regarding the small stream currently between the town homes on Hidden Ridge Terrace and the new Giant. A new community of approximately new 88 town homes is currently being developed for that parcel of land.
Sallie reported that the association still needs approximately 6 affirmative votes to pass the proposed By-Law amendment. This amendment would add a "late fee" of $15 to accounts that are 15-days delinquent. The board will try and bring in the number of votes necessary at the next meeting in February.
The "Rules & Regulations" book as distributed to everyone for review. It was decided that the booklet would be reviewed in segments of approximately five (5) pages per meeting - with the anticipation of the entire booklet being updated by this summer.
The correspondence and approval letters for the Rules & Regulations were also reviewed.
Sallie handed out copies of notices regarding parking and snow removal for the board's review. Sallie also informed the board that several complaints had come into the office regarding parking problems on Hidden Ridge Terrace. Sallie composed a flyer to be mailed to everyone on Hidden Ridge Terrace asking cooperation by the residents. The board reviewed both flyers. Sallie to have the flyers mailed on Thursday, January 18, 2002 to the homeowners.
New Business
Rob Furlong passed out a diagram of Hidden Ridge Terrace that was given to him by a resident on Hidden Ridge Terrace. The diagram showed existing parking problems at the end of the street when residents park parallel to the curb. Sallie to check with the lawyer, Mike Mannes, regarding a possible 'Parking Resolution' and/or a designated 'No Parking' area with regard to legality and enforcement provisions.
Old Business
Letters regarding yard maintenance for 2 homes; 1 on Winter Moss Court and 1 on Split Oak Court will be sent to owners.
