The Harford County Council has Bill 05-02 the Solid Waste Management Plan Bill ready for passage (on web www.co.ha.md.us/legislative -select Bill # 05-002). This plan directly affects you!!

Imbedded in the plan is the proposal for the Spencer Landfill, the 100 acres on the West and East sides of Abingdon Road adjacent to the I 95 overpass and bordering Box Hill South. Your board attended the February 15th Council meeting and learned that the prevailing attitude was that this is a done deal. Basically, it is presented as giving a permit to open the East side, now an open sand and gravel pit for a rubble landfill to gain revenues ($2.5M) to open the capped West side to fix it to meet Maryland State Environmental requirements.

You need to get a copy of the plan and to immediately email our Council Woman VERONICA "RONI" CHENOWITH, District B [email protected] with your concerns. Also, according to the Sunday Sun article February 20, 2005, Councilman R.G. Cassilly wants to hear if there are any persons who do not think 5-10 years of disruption from this project are a good idea. Let him know your thoughts.

Answers are needed for the health, air, water and property value impacts of opening the already capped West side that directly affects our community. As tax-paying citizens, request that a clear written presentation of the steps, projected costs and timeline for this project be made available. Noise, traffic, dust are just a few of the items raised by the public at the hearing.

There is need for an amendment to the Bill that allows for periodic (at least annual) review of the progress of this 5-7 year project with opportunity for public comment. It will not be in the Community's best interest to have this bill pass without ongoing accountability.

Because the Community comment was so intense at the February 15th public hearing, the Council will continue open hearings on March 1 at 6:30 in the Council Chambers 212 Bond Street, Bel Air.
