Meeting Minutes
February 18, 2004
Sue Perouty, President of the Board of Directors for Box Hill South Homeowners Association, called the meeting to order at 7:35 PM.
Present: Sue Perouty, Sally Raphel, Tom Pearson, Rob Furlong, Frank German, Randy Shaver, Jennifer Bergquist, and Sallie W. Foster with TPSI.
A quorum was present.
Financial
The income was discussed with regard to being approximately $2,000 short already this year even with some homeowners paying their fees ahead of time in January. The CD that was to have been cashed out and had $15,000 put into the checking and the remainder into another CD was revisited. Motion was made by Rob to cash out entire CD and put into a liquid money market account so there is some interest being added to account. Motion seconded by Sue and approved unanimously. The money would then be readily available for any bills that might necessitate a transfer of funds. The checking account was very low last year due to the extreme cold and snow weather necessitating high snow bills along with clean up from Hurricane Isabel. The monthly assessments will be monitored closely each month.
The monthly income statement also had the electric account coded incorrectly for the posting and annual budgeting amount. Sallie to correct.
TPSI was not able to scan the financials and send them to the Board in January. Rob suggested that TPSI look into buying a "digital sender" which converts things to a pdf file. Sallie to suggest to Trent.
Minutes
The minutes of the January 21, 2004 meeting were reviewed and corrections were made. Motion made by Sally to approved with corrections. Motion seconded by Rob and approved unanimously. Sallie to send the January minutes to Jim Mellarkey for posting on the web site.
Manager's Report
Action Items
1. Towing - car was tagged on Split Oak Court and Sallie to have towed. Home was foreclosed on and owner left untagged car in parking space.
2. Junk - review of home at 3200 Pinecrest Court - Sallie called several different agencies in Harford County regarding the refrigerator and dishwasher that were sitting on the side of the house. The next day these 2 items disappeared. There is still miscellaneous furniture and junk along the side and in the backyards. Sallie to follow-up.
3. Delinquent Account - several letters were reviewed that received correspondence from Sallie and had paid.
4. Siding - there are still two (2) homes that are missing siding since Hurricane Isabel. One is on Timberwolf and the other on Split Oak Court. Sallie wrote both and said they need to get the job completed. Sallie to monitor.
5. Sinkhole - owner had contact TPSI regarding a sinkhole. The property where it was situated was either private or belonged to Harford County. Sallie sent back a letter same day informing homeowner of this. There is no common area property anywhere near the location of the sinkhole.
Rules/Regs
1. Appeal - 3517 Woodbrook Court sent in an appeal. She had been denied painting her door green to match her shutters. She was installing a new door and wanted to leave it white. After much discussion, the Board approved the white door.
2. The 'Revised Rules/Regs' were discussed at length along with what enforcement would be suitable and/or fines.
3. Sallie to send out updated version of the 'Revised Rules & Regs'. Sallie's computer had been down and was unable to print for the meeting.
Old Business
1. Newsletter - Jennifer reported that the next newsletter should be going out somewhere around the end of March or beginning of April. The following are tentative activities:
a. May 7 - Mother's Day Tea
b. April 3 - Easter Egg Hunt
c. Suggestions are still being solicited for a Father's Day event.
d. October 30 - Halloween Parade
New Business
1. Tom presented the yearly Box Hill South calendar of events:
a. April 17 - Yard Sale with rain date on April 18.
b. April 23-26 - Dumpster Weekend
c. May 4 - possible date for Semi-Annual Meeting (Sallie to check)
d. September 25 - Fall Yard Sale/rain date Sept. 26
e. November Annual Meeting (9th ??) - Sallie to check availability of Fire Hall
